Public health systems are experiencing difficulties in ensuring a level of care (services, facilities) consistent with the use of increasingly sophisticated technologies and a growing demand for health care. This paper discusses the principles and strategies governing the distribution of resources devoted to health care arguing that these principles and strategies must take into account a shortage of care provision.
