This paper analyzes the renewed attention to the territory, within the European integration process. Specifically, the new paths taken both by the cohesion policy and by the competition law, with the goal to foster local development, will be highlighted. Hence, the Special Economic Zones, discussed as a specific issue, are an effective symbol of these new common objectives between the two EU sectors, opening new scenarios for the public intervention in the economy. In particular, the SEZs are configured as possible tools for the development of areas traditionally considered economically depressed, suggesting the possibility of new institutional approaches, as in the Italian case.

Lo studio analizza la rinnovata attenzione al territorio alla luce del processo di integrazione europeo. In particolare, attraverso la dimensione spaziale si indagheranno i nuovi percorsi intrapresi tanto dalla politica di coesione, quanto dal diritto della concorrenza nell’ottica di promuovere un efficace sviluppo locale. In questo senso, le Zone Economiche Speciali (ZES), che costituiscono il focus del lavoro, rappresentano un simbolo efficace delle nuove convergenze tra i due ambiti, delineando nuovi scenari per l’intervento pubblico nell’economia. Queste, infatti, si configurano come possibili strumenti di sviluppo delle aree tradizionalmente considerate depresse, lasciando intravedere la possibilità di nuovi approcci istituzionali, come nel caso italiano.
