The analysis of the PES for the reaction between HOCO and NO2 shows that two intermediates are present, namely HOC(O)ONO and HOC(O)NO2, from which respectively products HONO + CO2 and HNO2 + CO2 are expected, while the other envisageable products HONO2 + CO seems extremely disfavoured.
