A rigorous operating procedure is presented which gives reliable guidelines for both preliminary evaluation and subsequent actual design of FTTH networks in urban areas. The procedure takes advantage of important working instruments like the Infrastructure Electronic Cadastre and the Forecast Maps on Investment Returns. Moreover, in view of the increased number of operators who can potentially serve a certain area, a flexible network topology is proposed, which maximizes the efficiency in the use of the final infrastructure.
