La gestione politica delle opere pubbliche nella città romana: i curatores operum publicorum

The article intends to examine the function of the curator operum publicorum, which in the Roman city of imperial age supports the ordinary civic magistrates as executive organ for the construction or restoration of public buildings, indicating some lines of interpretation and directions to follow in the future for a more exhaustive investigation on the subject. The paper focuses primarily on the model by which this new office was created and on the extraordinary nature of the assignment, which is configured as a public service (munus). Later I examined the problem of how to appoint the curatores operum publicorum and tried to outline the social profile of those who were called upon to perform this office. The article then examines the documentation concerning the term of office and the number of officials responsible for carrying out the function. The essay ends with an analysis of the different phases of public works management under the control of the curatores and their connections, not always virtuous, with the companies that carried out the building activities.

L'articolo intende esaminare la funzione del curator operum publicorum, che nella città romana di età imperiale affianca le normali magistrature civiche come organo esecutivo per la costruzione o il restauro degli edifici pubblici, indicando alcune linee interpretative e le direzioni da seguire in futuro per una più esaustiva indagine su questo soggetto. L'indagine si sofferma in primo luogo sul modello in base al quale venne creato questo nuovo ufficio e sulla natura straordinaria dell'incarico, che si configura come una prestazione di servizio pubblico (munus). In seguito ho esaminato il problema delle modalità di nomina dei curatores operum publicorum e ho cercato di tracciare il profilo sociale di coloro che furono chiamati ad assolvere a questo ufficio. In seguito l'articolo prende in esame la documentazione relativa alla durata dell'incarico e al numero di funzionari incaricati di assolvere all'ufficio. Il saggio si chiude con una'nalisi delle diverse fasi delle gestione delle opere pubbliche sotto il controllo dei curatores e le loro connessioni, non sempre virtuose, con le imprese che portavano avanti le attività edilizie.
