This paper investigates the dynamics of development in the area of Basso Ferrarese, in Italy. The area is a relatively underdeveloped zone located in the wealthy region of northern Italy. In the first part of the paper, we perform several CGE simulations to take area-specific factors into account. The simulations are mainly on productivity gains, which is the key element for the developnent of the area. We then discuss the policy implications in Rural Tourism, better trade and financial infrastructure.
