In this paper we prove that the union Y of the second infinitesimal neighbourhoods of n generic points in the projective plane is minimally generated for any n but n = 2,3,5. This, together with the maximality of the Hilbert function, gives the graded Betti numbers for the homogeneous ideal of Y.
