There is a recognized need by the society, institutions, employers, enterprises and organizations, of an highly qualified education in the Civil Engineering area developed at the European Community level. The preparation of Eurocodes for design in CE and the complexity of the major civil engineering projects are opening a new period where joint collaborations must be established at the European level. The project is based on 4 main steps: 1) A need analysis, with a close relation between universities and professional world. Surveys, official statistics and interviews will be collected and analysed for the final re-design of competences and university programmes. 2) Teaching moduli in the most important area of civil engineering, in accordance with Bologna Declaration and Tuning Programme, developing a joint teaching method. 3) Different levels of integration of the teaching moduli in the university curricula. Double curricula will be experienced. 4) A pilot project will be developed, with Universities teaching in a coordinated manner. with professors in foreign Universities and same methods of verifying the student results. The main results of the project: 1) a detailed report on the needs and expectations of the professional world with reference to new technical engineers and relevant job opportunities; 2) teaching moduli in civil engineering: course programs, competence skills, knowledge and abilities; 3) joint curricula in CE; 4) A Quality Assurance Report on all the project phases. The impact will be wide: the development of flexible moduli would make easier the exploitation of results in a wide spectrum of educational setting within HE institutions. The needs for legislative or technical changes to facilitate the development of joint programmes will be submitted to University administrations, Ministries of Education, etc. An open community will be created, discussing learning needs in an European context, with opportunities for further exploitations.
